The European Commission has adopted the new Strategic Plan for Horizon Europe 2025-2027, which sets out how the EU will invest in research and innovation over the next three years. This plan defines key priorities to tackle major global challenges such as climate change, biodiversity loss, digital transformation, and social resilience.
The Strategic Plan serves as a roadmap for all EU-funded research and innovation activities. It ensures that Horizon Europe investments contribute to Europe’s long-term goals of sustainability, competitiveness, and technological leadership.
The Green Transition – Supporting climate action, biodiversity protection, and the reduction of pollution across Europe.
The Digital Transition – Advancing cutting-edge digital technologies, data systems, and network solutions to keep Europe competitive in the global innovation landscape.
A More Resilient, Inclusive, and Democratic Europe – Promoting societal well-being, inclusion, and stronger democratic values alongside technological and economic progress.
A core element of the plan is the principle of “open strategic autonomy” — meaning Europe aims to strengthen its capacity to develop and deploy critical technologies while maintaining openness to global cooperation.
In terms of funding:
At least 10% of Horizon Europe’s budget between 2025-2027 will focus on biodiversity-related topics.
The programme also commits to spending a minimum of 35% of its overall budget on climate-related objectives.
For universities, research institutions, and innovative companies, the Strategic Plan provides clear guidance on which themes and areas will receive EU funding in the coming years.
It’s essential to:
Monitor upcoming Horizon Europe calls,
Develop projects that align with the green, digital, and resilient Europe priorities, and
Build strong international partnerships that meet EU expectations.
The Horizon Europe Strategic Plan 2025-2027 charts the course for the EU’s research and innovation agenda — focusing on sustainability, digital excellence, and resilience.
For Central and Eastern European organizations, including those in Hungary, this presents a significant opportunity to access funding and contribute to Europe’s green and digital future.
